Ibis
consultants have provided services to industry leading corporations
and State Human Services Agencies in Virginia, Maryland,
New Jersey, Massachusetts, Louisiana, Oklahoma, Utah, Idaho,
and Kentucky. A sampling our projects are listed below.
Virginia
MMIS - First Health Services Corporation
- Developed
the Virginia MMIS project work plan for system enhancements
and discrepancy resolution in the Capability Maturity
Model (CMM) environment.
- Conducted
joint requirements gathering sessions, design sessions
and acceptance test results walk-throughs.
- Lead
a team of business analysts and programmer/analysts to
successfully complete the development and implement the
Management and Administrative Reporting Subsystem (MARS)
component of the Virginia MMIS.
CIS
Project - Accenture/Syscom
- Ibis
provided management and business analyst expertise in
support of implementing Child Support Enforcement initiatives
including Federal Certification, Federal Case Registry,
and Centralized Collections and Disbursement. The State
was successful in obtaining FSA certification in 1999
and in 2001 Maryland became the 3rd State to achieve PRWORA
certification.
- Managed
the Y2K project for the CIS system. Y2K renovations were
completed ahead of schedule and under budget. The system
is composed of over 7 million lines of code and provides
an integrated solution to the Departments Child Support
Enforcement and Welfare Eligibility system needs.

Designed and developed a Microsoft Access application
supporting the Y2K effort. Functions included: tracking
the over 8000 components, module assignment, status update,
cross-reference lookup, and progress reporting at various
levels.
- Significantly
enhanced a Microsoft Access work request tracking system
used to record and track the progress of all CIS development
activities.
MMIS-II
- Accenture
- Central
participant in the development of a successful proposal
to the State of Maryland for the replacement of that state's
Medicaid Management Information System (MMIS). The project
involved transfer of the Florida MMIS, modification to
meet Maryland functional requirements and enhancement
of the MMIS to utilize the DB2 relational database management
system.
- Managed
the successful initial transfer and test of the Florida
MMIS system.
- Conducted
requirements definition meetings and designed modifications.

Conceived and developed various Microsoft Access and Visual
Basic productivity enhancing applications in support of
development and testing.

Managed the acceptance test process and the transition
to production operations.
Major
Health Insurance Carrier MMIS Proposal/Demonstration
- Played
a key roll in the development of a proposal for the transfer
of an existing MMIS to the target State.

Managed a demonstration project involving the migration
of the MMIS to a corporate data center. The MMIS was successfully
transferred, tested and demonstrated.
Massachusetts
Medicaid System Certification
-
Managed a team of 20 technical writers and provided direction
to state staff in preparation for a Federal Certification
Review of the MMIS. The State was successful in obtaining
Federal Certification.
New
Jersey Medicaid System
-
Designed and tested major reporting components of the
State's MMIS. Directed a team of fifteen programmers and
analysts.
Idaho
FAMIS System
-
Responsible for designing and implementing significant
enhancements to the Idaho EPICS Welfare Eligibility system.
